Overview

Background

The Codification Committee is a Select Board-appointed, standing committee. The Committee will codify new bylaws in response to changing State requirements, new local requirements, or commitments, recommend changes to existing Town By-laws as necessary for clarification, and remove conflicts, as authorized by the Select Board. Development of recommended changes to zoning bylaws shall be directed by the Planning Board and non-zoning bylaws shall be directed by the appropriate Town Department, Board, or Committee. Any recommendations made by the Codification Committee require normal adjudication and legal review prior to addition to the Town Meeting Warrant.

The intention of this Committee is to provide capacity to departments, boards, and committees by conducting the detailed research that may be required on proposed bylaw changes, allowing more time for public input and discussion.

This committee, nor its responsibilities, shall impede the lawful duties, scope, and legal decisions of any regulatory boards.

Committee Membership

  • One Select Board Member (voting)
  • One Planning Board Member (voting)
  • Building Commissioner (ex-officio)
  • Town Planner (ex-officio)
  • Three Members-at-Large (voting)

Committee leadership should include at a minimum a Chair and Clerk. Other positions are allowed as approved by a majority of the full committee.

Term of Appointment

The five members of said committee will be appointed by the Select Board in the current year, one for a term of one year, two for terms of two years, and two for terms of three years; and thereafter in such a manner that each expiring membership shall be succeeded by a new appointment for a term of three years. At least one member of said committee shall be a woman.
